Board of Directors

The Board of Directors reviews and approves the Mission and objectives of the Agency yearly at our annual meeting. The City of Cohoes Common Council is responsible for the appointment of members to serve on the Board of the IDA. At the Annual Meeting, the Board appoints members to serve in officer roles. They are also responsible for the designation of a CEO and CFO of the authority. Management positions serve at the pleasure of the Board.

The management of the IDA is done through professional contracts. Those procedures are outlined in the IDA’s procurement policy.

The Board has ultimate decision-making powers as far as the mission of the IDA. All projects are brought to the board for review and approval. The Management of the Board works with potential projects and explains the requirements of the program. Applications are reviewed by the IDA’s council for appropriateness and legality.

The Board policies are reviewed and discussed by the Governance Committee each year.

    Rod Dion has been Chairman of the Cohoes IDA since October 2018. Prior he served as a board member since 2016. Rod is also a business owner, who runs three different businesses in downtown Cohoes. He is the founder of Tech Valley Office Interiors along with Nu2u Quality Used Office Furniture. In September 2020 he opened Harmony CoWorks, Cohoes' first and still only coworking space.  Outside of work, Rod and his wife Carolyn along with their two children Tyler and Regan have lived in Cohoes for over 30 years and look forward to the best days ahead for their community and city, Cohoes.

  • Vice Chair - JAN 20’

    Laura Tarlo is a Cohoes resident whose family has lived in this city for several generations. Her love and dedication to this great community is the driving force behind her involvement in serving on the IDA board. Laura is the Principal of Cohoes High School and has been in public education for over 20 years. She recently served on the Downtown Revitalization Initiative committee for the City of Cohoes and had previously served on the Cohoes Police Reform and Reinvention committee. Outside of her full-time job in education, Laura loves real estate and has personally invested in various real estate projects over the years, including work in the field of interior design and renovation. Currently, Laura is working on her doctorate in Educational Leadership and she and her husband manage two vacation properties in the Lake Placid area. Laura has two teenage children who attend the Cohoes City School District.

    Born and raised in Cohoes, he and wife Margie own and operate Spendwood School of Dance & Gymnastics, a 60 year Cohoes business now in the historic Lyceum building. Holds a Bachelor’s of Science Degree, Siena College, is a Certified National Development Professional, and studies including Rensselaer Polytechnic Institute in business administration and Pace University Community Planning. Former Executive Director of The Junior Museum, and City of Cohoes Grants Administrator and Community and Economic Development Director. Experience also includes serving as a member of numerous Local, State and National committees and Boards of Directors. An avid white-water paddler, downhill skier, and beekeeper/ former Master Gardener volunteer. Family includes wife, 3 children plus 2 “in-law” children and 2 grandchildren.

    Ed has lived in Cohoes since 1969, Graduated HVCC AAS in Marketing, Retired from Honeywell after 30 years as a Production Control Manager. He also worked for Life Gas In Cohoes as a level 2 ultrasonic inspector and retired a Teamster. Cohoes Business owner for 10 years and part time worker at Cohoes Lumber. Ed now enjoys his downtime as a local guitarist with the local duo Double D..

    Jeff is the owner/operator of Jeff Moore Electrical Contracting, a Cohoes based business for the past 43 years. He has been married to wife Nancy Wheeler Moore, a Cohoes native, for 45 years. Together they have 3 children and 8 Grandchildren. Jeff grew up in Henderson, NY coming to the Capital District area to attend Hudson Valley Community College. He graduated from HVCC with a degree in Electrical Construction and Maintenance and started his company shortly after. His business affiliations as a member with IAEI and the BBB. As a resident of Cohoes for the past 38 years, he has been involved in various civic organizations such as the Cohoes Basketball Club for 14 years, Cohoes Little League, Cohoes Intermediate Baseball League, Cohoes Girls Softball, Kiwanis Club of Cohoes. Currently, he serves on the Board of directors of the Marconi Social Club of Cohoes. He loves serving on the Cohoes IDA board and being involved in the revitalization of the city.

  • Born, raised and still residing on the island in Cohoes. Attended Van Schaick Grade School and Cohoes Middle School. Employed by National Grid serving as the director of Upstate NY power delivery. Married to Jacqueline DeChiaro (Jones) also of the island, they have 3 children and 2 granddaughters. In his free time, he enjoys spending time in the Adirondacks at their lake home. When that season comes to an end he volunteers with the youth of Cohoes as a football coach for the Varsity Football team. Aside from his family there is nothing more he cherishes than his neighborhood where 5 generations of his family have called home.

  • With over 25 years of experience leading and managing a variety of project types across multiple market sectors, Joe is a Principal and Partner at ENVISION, responsible for the overall development and implementation of projects, in addition to providing our clients with strong leadership and creative design talent. Joe’s depth of skill in conceptualization, programming, and coordination through design and construction, comes from a variety of large, multifaceted projects, including those for multi-family residential, corporate, and higher education clients. Joe also actively participates in business development for the firm, leads the development and implementation of office-wide project management systems, and is a fantastic mentor to staff and interns.

  • A Native of Albany, New York, Catherine Hedgeman is a magna cum laude graduate of Union College where she earned a Bachelor of Arts degree in Political Science with Department Honors in 1996. After college Catherine pursued a career in government relations on Capitol Hill in Washington DC, when she decided to return to her hometown to attend law school. She received a Juris Doctorate degree from Albany Law School in 2000 where she was an associate editor of The Albany Law Review and was awarded the Dominick Gabrielli award for excellence in Appellate Moot Court. After graduation, Catherine practiced in several of New York’s prestigious law firms as an associate and lobbyist.

    Catherine is admitted to practice before the courts in the State of New York, U.S. District Courts, Northern District of New York and Southern District of New York. Ms. Hedgeman is also admitted to practice before the District of Columbia Court of Appeals, the U.S District Court, District of Columbia, and the United States Supreme Court. She is a member of the New York State Bar Association, the District of Columbia Bar Association, and the Women’s Bar Association of the District of Columbia.

    Ms. Hedgeman founded the Hedgeman Law Firm in 2007. The Hedgeman Law Firm is a NYS certified Woman Owned Enterprise and specializes in Economic Development, real estate, and nonprofit law.

    In 2004, Catherine founded GenNEXT, a business council of the Albany-Colonie Chamber of Commerce for business professional ages 23-40. As chair of the council, she focused on preventing the Capital Region’s “brain drain” and on providing meaningful networking and business opportunities for young professionals. In January of 2007, she started her own law firm, the Law Firm of Catherine M. Hedgeman which is located in Albany, specializes in Real Estate, Land Use/Development & Zoning, Commercial Law, Corporate Law and Government Relations. In September of 2007 Catherine founded The Stakeholders, whose mission is to “empower people to stake their claim in the future of their community.”

    In 2008, she was appointed to the New York State Young Leaders congress by the Spitzer administration to advise the administration on economic development issues pertaining to the attraction and retention of young people in New York, and how to build sustainable communities. Catherine was also featured in the March 2008 edition of Success Magazine, and is also the recipient of the 2008 Woman of Distinction Award: Junior Trailblazer from the Girl Scouts of Northeastern New York, the 2005 Capital District Business Review 40 Under 40 Award and the 2005 Albany-Colonie Regional Chamber of Commerce Women of Excellence Award for the Emerging Professional. In November of 2008, Ms. Hedgeman appeared in O Magazine as one of 80 Women who received a Women’s Leadership Award for her work on economic development issues, philanthropy and volunteerism, from the White House Project and O Magazine, The Oprah Magazine.

    Over the past ten years, Catherine has served on a number of civic and nonprofit board of directors including, the Downtown Albany Business Improvement District Public Relations Committee, the Albany-Colonie Regional Chamber of Commerce, the Center For Economic Growth, the Community Foundation for the Greater Capital Region, and the Tech Valley Civic Forum, which involved stakeholders from all sectors – business, government, nonprofit, education, in creating the vision for Tech Valley. As a member of the forum, Catherine assisted in creating a Community Progress Report with key indicators of the quality of life and community well-being in the Capital Region. The Report focused on the human side of economic development and included indicators reflecting key social, environmental and economic factors affecting the community’s well-being and long term sustainability.
